One of the key responsibilities of local authorities in the context of the transformation agenda is the development of local service markets.
The morning sessions of the day were dedicated to presenting the most recent developments of the service markets while the afternoon sessions focused on sharing good practice.

Claudia Wood (Demos) presented current research on the market impact on services and explored what prospective personal budget users plan to spend their budgets on, and what difficulties they envisage. Prof Andrew Kerslake (Institute of Public Care) presented a practical model of market facilitation and demonstrated how this could be used for the support of local markets. research in practice for adults provided an overview to include a range of examples of new initiatives in the service market development.
The afternoon sessions were dedicated to sharing good practice in tackling the challenges of market transformation with representatives from both local authorities and service providers talking about their experience. There was also be an opportunity for delegates to discuss in small groups and share ideas of how this applied to their local circumstances.
